You've defined a order-processing procedure for your store and assigned various Orders Status values to allow you and your staff to track where each order is in that procedure. Whenever you add a new status value, though, it's added to the end of the list of statuses so it doesn't show in your "defined" work-flow order — which tends to confuse both you and your staff!
This plugin modifies the Localization->Orders Status processing, adding a Sort Order value to each status entry. The status values are now sorted within that tool, the function used to create an orders-status dropdown (used heavily in the payment modules' configuration) and in the status dropdown within the Customers->Orders tool — in ascending sort-order. Now you can control where in the list each status value lies, making that list more customizable to your site.
Note: Starting with Zen Cart v1.5.7, the functionality provided by this plugin is included in the Zen Cart core, thus rendering this plugin obsolete for that and later Zen Cart versions.
